"On Thursday, West Virginia Gov. Joe Manchin, Virginia Gov. Timothy M. Kaine, Maryland Gov. Martin J. O’Malley, and Pennsylvania Gov. Edward G. Rendell signed the Highlands Action Program (HAP) Charter, a regional partnership that aims “to preserve the ecological and cultural resources of the Mid-Atlantic Appalachian Highlands,” according to press information provided on the program."

"Information on the program reports the four states who are part of the program have committed to help link communities, non-governmental organizations, local, state, and federal governments, and businesses to:

o highlight places of ecological and cultural importance

o revitalize damaged ecosystems

o empower citizens and communities to strengthen linkages among cultural heritage, economic viability, and the environment

o enhance restoration industry opportunities providing lasting employment for highland residents

o and leverage existing funds
